I just went out and unscrewed the screws at the bottom underneath the lights and they look like they were held in by snap fit with loads of RV goop on the back of the light fixture, most likely for water proofing. I don't think they can be just pulled off from the outside without removing the goop as it may cause some damage. I wonder if you need a whole new light fixture or if there is a bulb to replace. Personally I would take the screws off the bottom of the spoiler and see if maybe you have a wiring issue, there is a Rat's Nest of wires up there connecting all those lights. The black wire is my backup camera which I hooked up to the running lights for power.

Another post says they are held in only by their rubber grommet. They apparently pull out. Can't find that post now, but give it a try.

thanks for the info. i was hoping you might just be able to pop it out. i really dont want to take it off or lift up the bottom. hogone

Hogone, Just take off the screws on the bottom and you can lift it enough to get your hand up there.

Depends on how well the dealer sealed and covered up all those screws that hold the spoiler down. Had mine off once just because I was curious what was underneath it all, was disappointed, only a couple wires and the 3 l.e.d.'s. Took more time to put back on, re-install screws and then put a generous coating of Dicor self-leveling sealant over each screw as well as a thin layer over the leading edge of the spoiler. No leak issues encountered after this. Hopefully you have only a bad connection to the one L.E.D. that is non functional. I would imagine FR or someone on Amazon would have replacements if you need one.
