I've had good luck removing road tar using Green Works all-purpose cleaner and a soft rag. It is a liquid that comes in a spray bottle. I also use Green Works to remove bug splatters, clean the wheel rims, and wipe down the trailer after driving on dusty roads.

Green Works is a great product for those of us who are sensitive to chemicals that are found in some of the other cleaning products. I don't need to wear a face mask and/or rubber gloves when using the cleaner.

+1 for WD 40.  Auto parts stores have it by the gallon, and you can put it on a rag and have at it.

"Bug and Tar Remover", any parts store will have it, over by the washes and waxes and such. I like the one by Turtle Wax.

I was bringing home my new 179 when there was a traffic stoppage. Could not see what was causing the issue till the semi in front of me turned and revealed new road construstion, and to make matters worst they had just spread a ladder of oil.
There was no where to go but thru the oil. I went as slow as I could but got oil of the tow vehicle and worst of all all over the front and sides of my new baby.
What do I use to remove the oil and tar?
