When on City Water all good but potable tank keeps filling. Is this supposed to work this way.

No, it should not fill your tank when on city water. There is a check valve that gets stuck at times. Disconnect the city water, then cycle the water pump several times, on/off - on/off. That should unstick it.

+1 - had same issue for over a year. Cycling appeared to fix but issue would return, replaced water pump and problem gone. BTW - inspected pump more than once and could not see anything wrong with check valve, I put a 1/2" NPT valve on fresh water drain to better see when it was happening. Also I do use a pressure regulator so pressure wasn't the issue.
