Cold water not working in bath

   I just discovered that it appears to be the cold water line to the whole bathroom that is clogged. Neither the cold water faucet nor the toilet will run more than a dribble of water.  I can't see how to get to the line to the toilet. And it looks like we will have to take off the whole panel around the faucets in there to get to the cold water line. Is that right?  Maybe not a DIY project?
