All of the access holes in out R-pod were filled with a black foam material when we picked it up. I'd assumed this was something Forrest River did. Was it, in fact, the dealer that did this for us?

I would ask a couple of questions. Todays materials are much better than what was used in past. Rust proofing or undercoating can be a good thing especially applied on untreated metal. Cars are different than RVs. Ask if the material is applied by a trained installer, what is the composition of the material and also ask if it comes with a warranty? I disagree about rodent control, I know I filled all the access spots under my pod and undercoating would not have done that. But it can be a benefit, on untreated metal.

No. It's just a money maker for the dealer. Touch up any rust spots you see on the frame each year. The rest of the bottom can't rust. It isn't a car or truck. The bottom is wood foam and a water proof fabric.

There is nothing rodents enjoy more than chewing on plastic/rubbery stuff.  Just ask the folks who maintain subways how many times the rodents chew off the insulation to their signal wiring.  

There is another thread on this issue that you should take a look at.  If you do, you'll probably save a lot of money by foregoing the "treatment."  When you use the search function, you can set the date range.  For that thread, I think it was less than 6 months ago, but it could be a little longer.
