Sometimes the valves leak.  You probably don't want to be dribbling black water as you head down the road.  Better to deal with it when you get to a pump out station.  Open it slowly and have a bucket under it to catch any leakage or plan on cleaning your shoes and pants.

The caps are cheap, I'd get one. Should come with the strap.

Folks, when i bought my 2011 RP172, there was no cap for the Black/Grey water release. I don't see it a big deal as the valves are just behind that opening so i don't think any critters will get in there. Should i buy a cap or leave it? I will put something over it when i winterize, for sure.
