BATTERY IS FULLY CHARGED, 12V LIGHTS/ PUMP / ETC. NOT WORKING-

THERE IS A 12V CIRCUIT BREAKER LOCATED UNDER THE TRAILER HAS ANYONE EVER HAD TO REPLACE IT? IF SO, WHAT DID YOU REPLACE IT WITH?

CAN I JUMP IT TO DETERMINE IF IT DAMAGED?

Check breakers and see if anything is tripped.  Could be when the battery was hooked up someone may have touched ground when hooking up the + wire and shorted out the 40 A fuse.  There are 2 of them, one or both may be fried.  I would check there first.

Maybe you could give us some additional info. Like model and year, where is this CB? I have been all over my 2015 178, am not aware of any CBs under trailer, could be lack of knowledge.

I would not jumper the cb, if its tripping its most likely because you have a short somewhere. Jumpering it defeats its safety function and could cause a fire. Would you jumper a breaker in your home panelboard? 12V circuits can cause a fire just as easily if not easier than 120V ones.   

Do you have a multimeter? If so you can use it to check if you have +12V to the breaker and out of the breaker. If its tripping then pull the 12V fuses one at a time to see which circuit is causing the problem. 

If you don't have a multimeter you should get one. They're not expensive and are an essential tool when troubleshooting electrical problems. 

BTW, in your trailer panel, the circuit breakers are for the 120Vac circuits, the fuses are for the 12V circuits.

There actually two. One is up front under the trailer and the other is behind the panel (need to remove the panel to get to it).

They are both auto-breakers and can be tested easily with a multi-meter. 

I only took a pic of the one under the trailer. Note it is 12v, then 1 is cut-off in the pic.

Are you sure that the problem is a failed cb not a short circuit?

The current ratings should be printed on the cbs. If not then you can use the gauge of the wires going to them to determine what the ratings should be. Here's a table of conductor current ratings, the cb ratings should  be that or the next LOWER rating available, never higher. Use the 60C copper conductor column. The gauge should be printed on the wire insulation, or if not the you can use scraps of wire of different know gauge to compare to, or use a micrometer to measure their diameter.
