Is there a gas switch fo the hot water heater.  I know there is a outside switch at the water heater box(although I have not found it yet) but is there also an inside water switch somewhere near the pump(under the kitchen sink)????

The switch to turn it on should be on the wall somewhere.  On the 177 it is on your left as you walk in.
 
 
 
Do not have a good picture of the electric switch outside, but it is behind the copper looking venturi tube.

On the 171 the gas mode switch is below the counter. On all models the electric mode switch is in the lower-left corner of the heater, outside. Some have moved it inside using a standard 120 volt wall switch (still on my to-do list).

Note that you CAN use both modes at the same time, you'll get a slightly faster recovery rate if several people need to take showers right after each other.

Is it ok to leave the gas mode switch on(I don't know if its on or off) the one under the kitchen counter when using the furnace and the water heater emptied and the external switch off.

If there is no water in the water heater both switches must be off. Turning on the electric element will immidately burn it out, turning on the gas burner will cause it to ignite until the high temperature limit is hit which will turn it off. It can also build up steam due to the remaining water which will trigger the pressure relief valve. You don't want to rely on those two safties.

I have the internal wall switch off and the water heater switch off in the external box.  So I guess I am covered.
