When dealing with the areas that have caulk, you must remove the old. All of it. It won't stick to itself. But lap sealant is a whole other critter. It will stick to itself, and remains pliable and sticky for years.. heck, decades.
Just a couple weeks ago I picked a little wad out of my shoe tread, that was pulled from the roof on our '79 Airstream, about 6 years ago, and has been lurking in the gravel driveway just waiting for a chance to attack. As far as I could tell, it had been applied to the camper when new.
