How to manually delete cookie files in Internet Explorer 8

  1. Exit Internet Explorer 8, and then exit any instances of Windows Explorer.
  2. Do one of the following:
    • In Windows Vista, click StartStart button, type inetcpl.cpl in the Start Search box, and then press ENTER
    • In Windows XP, click Start, click Run, type inetcpl.cpl in the Open box, and then press ENTER.
  3. On the General tab, click Delete under Browsing History in the Internet Properties dialog box.
  4. In the Delete Browsing History dialog box, click to clear all of the check boxes except for the Cookies check box.
  5. Click Delete.
To verify that the cookie files are deleted, follow these steps:
  1. Exit Internet Explorer 8, and then exit any instances of Windows Explorer.
  2. Do one of the following:
    • In Windows Vista, click StartStart button, type inetcpl.cpl in the Start Search box, and then press ENTER
    • In Windows XP, click Start, click Run, type inetcpl.cpl in the Open box, and then press ENTER.
  3. In the Internet Properties dialog box, on the General tab, click Settings under Browsing History.
  4. In the Temporary Internet Files and History Settings dialog box, click View Files. This opens the folder where your cookie files are stored.
  5. In the folder that you opened in step 4, verify that there are no .txt files.

I tried it all with no luck! what happens when you delete all the cookies in the file?
Mess EVERYTHING" up I take it?   Confused

You can't hurt anything by deleting cookies.  They are just temporary files and if a web site needs them it will recreate them next time you visit.  You can try this next:

Within the browser go to Tools, then Internet Options.

On the first tab that comes up you'll see Browsing history half-way down.  Press the Delete button.

Uncheck the first checkbox ("preserve..."), and then check the first two checkboxes (you can select the rest if you want).  Press Delete.
